how to share Apple TV account with family outside the home

As long as the family members are part of your Family Group, their physical location inside or outside of the home is not relevant.

There is only one type of Apple TV+ subscription. There is no Family version. Setting up Family Sharing automatically shares the subscription from the Family Organizer.
