Assuming you are plugging your first generation pencil into a compatible iPad, there is no pairing button. Once plugged in, go to Settings > Blutooth and you should see it is already connected.

I presses forget device in the Bluetooth section as I was trying a DIY trouble shoot for the suddenly slow charging pencil.
I then tried to repair it and nothing. I even restarted the iPad normally and did a hard reset — still nothing.
