Can recipients of Mail Drop open messages if they are using other operating systems?

Generally, yes. Maildrop is simply a way to move files attached to an eMail address.
That said, if the file you are sending is a Mac only one (such as a Mac Application) it won't run on Windows.
Other sending multi-recognised files (.txt, .doc, etc.) should work fine.
