cannot logon with appleid

I am trying to sign on to a new device but am unable to do so. My id now appears 'locked' when i go into settings. What can I do to fix?


I have gone into appleid.apple.com but no optios there to 'unlock'


I cannot go into settings>userid on either my old apple device or the new apple device.

iPad Air, iPadOS 13
