My card is active but still won’t link onto my iPad.

I have more than enough money to pay for what I want but every time I try to add my card it says:

“There is an issue with your payment method. Update your payment information to correct the problem and try again”

My card is active and on my phone so why won’t it connect to my iPad?

When trying to add my debit card to the wallet it says “unable to add card” I previously used the same card with my previous phone and watch for Apple Pay with no issues.
