icloud backup is greyed out

If I go to iCloud, it shows iCloud Backup as On. If I select it, I go into Backup and iCloud Backup in greyed out with the button green and to the right. There is no words for Backup now.

Is there a setting that makes Backup unavailable?

I do not have a computer right now to do the backup.
