My iTunes and Apple ID has been disabled and won’t allow me to add a new payment method

I am not able to add a new payment method to my Apple store and download an app and eveytime I try to it says “ur Apple ID and iTunes account has been disabled”

iPhone 8 Plus, iOS 13

If your account is disabled in the App Store and iTunes, you need to contact iTunes Support: If you see a message that says “Your account has been disabled in the App Store and iTunes”
