Not able to downgrade storage plan

I tried to downgrade my iCloud storage plan and after selecting the plan, the "Done" button was grayed out so I couldn't complete the task. Why?

iMac 27″, macOS 10.15

Do you see expires on (date) plus the blue checkmark on the 5GB? If so, you have downgraded.
