Does Apple seriously not let you reactivate a disabled Iphone with the phone's password?

Is there honestly no option to reset a disable Iphone just by using the Iphone's password? I currently am in possession of an Iphone that has been disabled. However, I actually remember the password to it. But as I am told, there is no way to reset this phone via email, phone call, or even verifying the password itself. The only option available is to connect my phone to a computer that I already have, something that I as well as most people don't have since it's not really a thing Apple even tells you to do. I'm hoping I will have a cloud backup recent enough since I've never connected the phone to a computer, but last time I tried I wasn't allowed since I didn't have near enough cloud storage on my account to facilitate the large amount of data on my phone. If there is no fix, thank you for reading but if there is, I would appreciate some help :)

If the phone is disabled, the passcode is no longer valid.

It is disabled due to a system failure, hardware failure or 10 consecutive failures in entering the correct passcode.

You can reset the device using iTunes and possibly overcome a system failure. This will erase all the data on the device including the encryption key that protects your data.
