Here are additional details supplementing celliott147’s response.

You have an original iPad Mini, wi-fi only, 16GB model. This model was released by Apple in 2012, and discontinued in 2015. The latest iOS version it can use is iOS 9.3.5. (Current is iPadOS 13.5.1.)

Microsoft Teams currently requires iOS 10.0 or later.
