iPhone app running in background even disabled

I have just checked the weather last night. I have already stopped Weather Zone from refreshing in the background and banned it from using my location. But it still run in the background from time to time. It is not the only app. It happens to Fitbit as well. It drains battery quickly under mobile data. Anyone else has the same problem?

Thank you for your advice. Tried but no luck. It is not just Weatherzone, Fitbit and another weather app has the same problem. I had Refresh app in background completely turned off but it still happens. I think it a bug. Those apps must be trying to access to internet (even when background refresh is banned) because it has a big difference to battery drainage when I am outside or at home with wifi. I have allowed them all now to see any differences. But I guess that won't make much difference as I never ban Fitbit. I will try letting the developer knows too.

If it's an app problem, then it's an endemic app problem. I see apps that are force closed running in the background often!


For instance, I have force-closed Uber, and havent' used it for months. But whenever I go anywhere, I see Uber show up as consuming battery with background activity, even though I have set background app refresh to Never. Why?


I have background app refresh disabled for CNN, but it consumes battery with background processing also. Thankfully, if I force close it, the background activity stops.


In both of these instances, I would expect iOS to not allow the app to run at all, yet it does. Why? This seems to be an iOS problem, not an app problem. That said, if it IS an app problem, Apple should be helping these app developers fix their apps.
