How do I remove pictures from my iphone but have them remain in my iCloud photo storage?

And once I remove them from my phone, can I ever put them back?

You cannot do that. You can in your storage options select storing the full size photo in iCloud and a smaller version on your iPhone. Or use Dropbox or similar cloud storage, iCloud photos is primarily for syncing purposes.
