iPad disabled and needs to connect to iTunes. I font have laptop. How to restore or update without connecting to iTunes?

Sorry, you can’t. The restore process requires the use of either a PC or Mac computer.
The PC/Mac doesn’t have to be your own - that of a cooperative friend or family member will suffice. Alternatively, when they reopen, you can visit the Genius Bar at your local Apple Store - where the staff will be happy to assist.
