iCloud will not upload mp4 videos

I have tried uploading hem no he Vdeos Album, and then read that I could upload videos through the Photos page,

and each time, every mp4 file would not light up the Choose. What can use to convert these files to something that will work? I have a Apple conversion program, Thanks
