gps issues

I have an ipad mini, wifi only, tethered from my personal hotspot on my iphone. Unfortunately, waze is not able to find GPS reception, and the cursor on apple maps and google maps is VERY VERY inaccurate. Ipad has been reset and restarted many times, apps have been uninstalled and reinstalled many times. ios software is latest version. is it true that i need cell and wifi instead of just wifi to make everything work better?
