My monitor keeps going into Power Saving Mode when connected to my 16" Macbook Pro via USB-C

Hi all, I have 16" Macbook Pro base model with the AMD Radeon Pro 5300M and a 4k 32" monitor. I tried connecting them with a HDMI and USB-C cable. When I use a HDMI cable and an adapter, the monitor turns on but some parts of the screen flickers with white and red dots and there's lag when moving my mouse around on the monitor. When I try it with a USB-C cable, the screen stays on for about 10 seconds then it would go into power saving mode. When I try changing settings such as screen resolution or mirroring option, the monitor would turn on and works for a few seconds before going back into power saving mode. I have tried turning on and off the Automatic graphic switching but nothing changes.

Safe Mode gives you the opportunity to use a default resolution, then change to a resolution you like and it will "stick" in regular mode. This can allow you to get the resolution under control again if you have set a resolution that is slightly too high or out-of-range.

Otherwise, works in Safe Mode but not in regular Mode generally says, "It's something you added".
