Is Administrator password different to Apple password?

After waiting two weeks to reset my Apple ID password so I can download the latest macOS Catalina, it now wants me to enter my Administrator password, which is apparently different to my Apple password. It gives me a clue, & when I type in the answer - the only possible answer it can be - I'm still locked out. Does anyone know how I can fix this issue? Thanks!

You need the user password to sign into your Mac, not the Apple ID password.
