Time Limit Messages Appear for Unlimited Apps on iPhone

I’m using screentime on my own device with a daily limit for one particular app, and a downtime for particular window each day.

However, during downtime, I get a message that I have reached my time limit for literally any app I use immediately when I open it - even if that app is in the “available at all times” category. In particular, I’m getting a time limit notification for every website I visit in Safari. I double-checked, and it’s definitely only the one app that has a time limit according to Screentime settings, and everything else is “allowed at all times”.

Has anyone else got this problem? I can work around it by clicking “ignore limit for the day” for everything but it’s super annoying and densitizes me to keeping to the limit I put in the other app.
