I can only find old articles that Apple thought this was a bug in older versions (back in 2018/2019). I have the latest ver 5 with current software OS and Apple still doesn't have anything about this in Help. Is it still a bug?

It went away this morning. It must indicate that "Screentime" limit is being applied. It's the same icon symbol for Screentime that the iPhone uses. But what I don't know is how it impacts my overall use of the Watch, and why Apple hasn't updated its User Manual to include more information about this.

It shows up as one of the tiny control icons at the top of the display.
