My phone isn't power on it hava small crack side of the phone so refuse to replacement what can i do

If you didn't subscribe to AppleCare Plus protection plan, no warranties cover accidental events.

These are the prices (valid in US Apple Stores, taxes excluded, work included), to replace your broken screen:

iPhone Screen Repair & Replacement - Official Apple Support

Check those prices in your country, if you're out of USA.

Getting Service:

If it were newly-purchased and came like that right Out-of-the-Box, then they’d probably not blow you off. So, if that is the case with an iPhone, then you’d tell them.


Getting a New iPhone:

But, being an older device, there’d be nothing new about it. So, go for a new phone. Consider getting OtterBox brand case for it for an iPhone. I’ve had my iPhone encased in one for 6 years and not even a scratch or chip on it.
