I accidentally deleted a note and it’s been longer than the 30 day time period where it will store the note. Is there a way to restore an older version of iCloud and then reverse it? I can’t seem to find instructions and don’t want to lose anything else.

It may well seem odd, but it's because a conventional backup and restore would result in your device having an older (wanted) version of your notes and the cloud having a newer (but unwanted) version. This newer (unwanted) version would then over-write the restored version when the next sync takes place.
Hey Winston Churchill! thank you - it almost seems counterintuitive that it works that wY but if that’s how it works that’s a bummer. It’s so easy to accidentally delete a note and not realize it. Thanks again!

Unfortunately, once your 30 days have expired, you won't be able to restore your notes. Notes are not included in backups when iCloud notes is enabled.
