Bluetooth PAN has a self-assigned IP address

I have an Iphone 11 pro and a Macbook running High Sierra. I can get the phone to connect to hte computer via bluetooth, but I cannot gett he phone to act as a hotspot. Ye, I have hotspot turned on... When I go into "network," and look at hte Bluetooth info it gives me this message, "Bluetooth PAN has a self-assigned IP address and will not be able to connect to the Internet.".

How can I fix this issue?
