Cellular update failed popped up on my phone. I do not have a apple branded computer. What am I suppose to do now?

How am I suppose to fix this problem. My phone did a update today and now It says I need to update cellular data. I can’t use my phone now. I don’t have a Mac.

You don't need a Mac, but you do need a computer.
