Screen recording as Apple has implemented it is part of the OS, not a separate add on app. The older devices cannot support the newer versions of iOS. Therefore, they don't get any of the newer features. Could Apple make a screen recording app for older hardware? Probably, but it would be a waste of development resources as they would get no return from it because they don't make any money from screen recording.

Same logic that my 486 powered Windows PC can't run Windows 10? Because HP/Dell/Lenovo et al want me to buy a new PC?
