How do you access NOTES in NOTE folders that are shown but “grayed” out and empty when you select them. Just started yesterday

What is odd is that some Notes will open. But the Notes in this subfolder (and its a mystery to me on why they were moved to this subfolder - but that happened several years ago and until now has not been a problem) are visible (Note title) but inaccessible.
Woke up this morning and NOTES was working. I guess patience really is a virtue. .???
Have you tired to restart the device?
Yes. Note problem same on iPad.
Is this occurring on all devices or only one?
Both iPhone and iPad
Are you able to access the Notes at iCloud.com on a computer?
Some (72) of my Notes folders are shown but won’t open? How?
