Apple Music Family Plan

Hi.  I upgraded my Apple Music to family plan with intent to add my wife's Apple ID to my Music subscription.  I don't see a way to do that.   We don't use family sharing as my phone is employer provided and does not allow me to use icloud. Does Family subscription only work with Family Sharing? Thanks in advance!!!
