is there a way for me to transfer my windows from my former macbook air?
do i need to purchase a new windows license or i can transfer my old macbook that i am no longer using?

Contact Microsoft about Windows license terms. Typically a Windows license can be used on one device at a time. So if you are not using it anywhere else presumably you can use it on another computer. But we are not Microsoft and can not speak for Microsoft.
