I can not get my Apple account to work on my new IPhone 11. I ahd a account on my old IPhone. what should I do?

If you are locked out of your Apple ID account you can go to https://iforgot.apple.com

This will provide you with the recovery steps you put in place for this situation.

This sort of situation occurs with activation lock. Almost no one having activation lock is able to remove it without Apple support’s help. This help can be obtained whether you purchased you device new or second hand. You will need to have your, or access to the original owner's (and enlist their help), purchase receipt for the device from an authorized Apple seller with the device’s serial number on it. You’ll need a photo ID too. If you have access to the receipt, then you, or the original purchaser, may be able to persuade Apple support to remove the activation lock. Use the support options below. Alternatively, if an Apple Store is open in your area, they can go there to deal with the problem. In this case, they can make a genius-bar appointment (https://www.apple.com/retail/geniusbar/) if desired.
