Notification email setting recovery

In the rescued email address section: "...If you remove the notification email, you won't be able to add a new one."... May I know why is this and how can I recover my notification email setting now that it was gone?

So what i did was click the X on the notification email and i assume it deleted it and now that i try to go and put a new one i can’t find the tab that says notification email anymore like before.
