how to retrieve permanently deleted photos from icloud?

Do you know whether you deleted the photos before or after the old laptop failed.
Somebody should be able to recover photos from the hard drive, if it's still functional. It may be somewhat more difficult if the the photos were deleted before it failed and in such cases you may not recover every photo.

Unfortunately you cannot restore permanently deleted photos in the cloud.
What about if the photos that got deleted from iCloud could I recover them from my old laptop that the battery died. Can I recover that hard drive of the old laptop?
After I haven’t used the old laptop since feb 29,2020. I have a good idea on what to do. Thank you for your help.
