Perhaps a better way of saying this is a Chromebook is not capable of running iTunes as a Google OS based personal computer (PC). In order to restore an iOS based device (iPhone/iPad/iPod Touch) a PC running iTunes or Finder is required. This means only a Windows or MacOS based device can run iTunes.
No, a Chromebook is not a PC. A Chromebook runs the Google Chrome OS - based on linux.
I have never owned a Chromebook, so I am not sure. You should be able to IF you have iTunes installed and have a backup of your iPad. Check this:

Certainly a different (and certainly more basic) way of articulating the same - although, to be entirely accurate, a Chromebook is no more a “PC” than it is a “Mac”. It uses an entirely different Operating System and platform. 🙂

Almost any computer used individually is a Personal Computer, which is what I think the OP was trying to understand. The operating system is what people often don't understand the difference, such as Windows vs MacOS vs Chrome (as you correctly said a Linux based OS).
Thanks to both of you; I know the "PC" explanation - I did not know about the requirement for Windows only (other than a Mac). I've never used anything but a Mac, so to me, any "PC" running anything other than Mac OS is all the same to me, LOL. And I did think a Chromebook would be able to run Windows or that there was an iTunes version for all flavors besides Mac OS/Windows. Actually, that might be a good idea.

Personally, “if privacy is your thing” I’d give anything related to Google a pretty wide berth! Chromebook and Android included 😳

I realize any business needs to make money (obviously); however, basing a business model on the singular source of income of selling your information is repugnant to me. On the other hand, I have no problem with businesses updating their software forcing you to buy it again - such is life. I can always either do without it or find an alternate option.
