Why doesn't the screen saver access photos application on my MacBook Pro

You should be able to use your Photos Library in the screensaver, if you enable the Photos Library as your System Photo Library. And if the library is on a suitable volume.
Then Relaunch Photos and System Preferences and try again.
To use the Photos Library,
You can only use photos, that have been downloaded from iCloud, if your library is an iCloud Photos Library.
