how do I get my iPhone 11 Pro to pair with other Bluetooth devices? It’s not finding any

Not sure what you mean by other bluetooth devices (headphones, external speakers, etc).

If you meant other iPhones, iPads or MacBooks, then you will not be able to do so because that is not available.
