You can paste a photo (or other image) into a cell in Numbers.
The image is then treated as 'image fill', rather than content. It can be formatted to fit the height of the cell or to fit the width of the cell, Expanding the cell will make the photo larger; reducing the cell size wll also reduce the size of the image.
