My account has been locked, and unfortunately, the associated email is also locked and I could not remember the security questions.

Apple ID locked (generic):--> If your Apple ID is locked or disabled - Apple Support
Apple ID locked (In Itunes & App Store):--> If you see a message that says 'Your account has been disabled in the App Store and iTunes'
If you meant something different, please better specify your needs.

It tells that this apple ID is locked, and gives me two options either to reset the password by email or by security questions. However, the email I used when I created the apple ID has been locked last year, and I forgot the security questions because I created this ID many years ago. Therefore, after recovering my phone I can not make activation lock. Therefore I have to unlock my apple ID first, but unfortunately, the email is locked and security questions are forgotten. I think it is more clear now.
