How do I recover photos from iCloud that are permanently deleted on my phone?

Assuming that iCloud Photos was enabled on your iPhone and your photos were synced across all of your devices and you deleted the photos from the Recently Deleted folder (in iCloud Photos), there's no way to recover them.
