Under Passwords and Accounts, the "add Account" is grayed out and I cannot add my daughter's info. this is her phone now as her brother got a new one and this is his old phone.

That would just add her email account (to get email) to the Phone. It will not do anything else.
Erase the device and set it up again with her account: Restore your iPhone, iPad, or iPod to factory settings - Apple Support
Then run through the setup like the first time you set it up.
