Why won’t pictures in iPad import to my HP desktop?

Were these photos originally synchronized with a Macintosh or Windows PC? Does your iPad use iCloud Photo Library? If the answer is yes to either of these questions then it is not possible to transfer photos from your iPad to a Windows PC.
