FaceTime Activation: An error occurred during activation. Please try again.

I bought my iPad in Hongkong and the iMessage and FaceTime activation never worked. I have tried the following and none solved the problem.

-Location services are on.

-Date and time settings are set to automatic.

-Latest iOS installed.

-Even tried manual DNS.

-Erased all content and started from scratch.

It works on my iPhone though. It is just my iPad that just would not activate.

Anyone here has any advise? I am running out of options.
