Unknown Error 4013 - Cannot restore iPhone after it crashed attempting to update to newest IOS

So I attempted to update my iPhone to the newest IOS update for my XS Max, and it crashed while updating. Now, I cannot get it to properly restart or even restore through iTunes. Apple support basically said tough luck and to find a retailer (most are closed right now with the pandemic). It displays "unknown error 4013" everytime I attempt to restore the phone. Has anyone else dealt with this?


Also, since this problem was caused directly by the software update, will I be charged for a complete new phone? My applecare recently expired for this product I think, and the lack of help is frustrating with support so far. Thanks
