A Few Thoughts:

A. Compatibility may be the Issue:

If an old and obsolete device, it just may not work. Or, maybe the mouse is just is not made for Apple use. Or, maybe it is your Mac or MacOS that is causing the issue: being too old or new for it to physically connect and operate?

B. Bluetooth:
