Pair a watch from iCloud

I mistakenly unpaired my iwatch which has been locked and I can’t unlock the watch to pair it back. How can I unlock the watch or pair the watch using iCloud

Apple Watch Locked I got a new phone. Forgot about the watch. Erased the old phone.
