How to transfer iPad 10.3.3 info to newer iPad

I have a 4th generation iPad 10.3.3 (14G60) MD515LL/A and I want to transfer it to a newer ipad MD515LLA, 5th gen 13.3. what is the procedure?

The newer iPad is previously used and belonged to someone else. Can I download my iPad settings to it? Or do I need to reset the device first? This problem is NOT solved (how do I remove the green 'Solved' on my last post?)
