That depends on why it is disabled: Click on the link below that best matches the message that is displayed:


—>If you see a message that says 'Your account has been disabled in the App Store and iTunes' - Apple Support

—>If your Apple ID is locked or disabled - Apple Support


In the first case the only way to resolve it is to contact iTunes Store support using the link that is inside the link I posted.
