How can I fix error 21?

Error 21 appears when restoring iPhone after extracting files
The phone was reset and reconnected to iTunes and the steps were repeated
The charger wire is intact
ITunes is the latest version installed
Tested on 3 different computers

But error 21 still appears and I can not use iPhone
