iPad Air 2019 or iPad Pro 10.5 2017?

I'm about to pass on my 2016 iPad Pro 9.7 128GB to a family member and buy an iPad Pro 11" and also want to help sort out another iPad for another family member. They will mainly use it for watching videos / films and YouTube TV etc. I wonder if a refurbished / second-hand older 2017 iPad Pro with its pro-motion 120Hz screen would be better for watching TV / Video etc than the 60Hz 2019 Air (albeit with a laminated and non-reflective screen)?
