What application can I use to open and read a PTX file?

That would depend on what file type you are asking about. There are 4 file types that use the .ptx file extension.

I am confident that the file is a Type 2, e-Transcript.
I found that webpage yesterday and noticed that West Publishing no longer provides an application for the Macintosh.
