You will need a Mac capable of upgrading to macOS High Sierra to get Safari 13.1.1., and after macOS 11 (Big Sur) is released, you will need the ability to upgrade to macOS Mojave as High Sierra will fall of the Apple support cycle.

I am not a Safari fan, so the one browser, so far, that will continue to support El Cap in the future is Waterfox (waterfox.net), a Firefox clone for Mac OSX 10.9+. There is also a classic version for 10.7+. I was using Firefox but support for 10.9, 10.10, 10.11 will cease as of Firefox version 79. I like Waterfox even better, very fast, can install Firefox extensions, simply the best browser I have ever used. As I do not require the latest + greatest, my combo of an early 2008 iMac, El Cap, plus Waterfox works excellent for me.
