If you buy more storage then stop paying or a payment doesn’t go through, do you lose everything you have saved?? If so is there a way to recover it all?

Yes, you will lose the extra data being stored in iCloud, beyond the 5GB. If you wish, you can temporarily upgrade your iCloud storage for a month (or less), then transfer your data to a computer or external hard drive, then when finished discontinue the subscription.
