Then—if you have an archived backup—you can set up your device again from that backup." That requires wiping and restoring one's device, and further requires that you have a current back-up to restore from, but it would seem that no laptop is required.
You are right, a computer is required. This third party article says that a Mac or PC would be required. And this one, too. And this one says, in so many words that:: "[Y]ou will need a Mac or PC to recover your iOS device; the process cannot be carried out on iPhone or iPad itself."
